Stephen J. Carnavalla, PE, LEED
Principal & Chief Engineer
As Principal and Chief Engineer of SJC Engineering, Stephen is responsible for overall project management and delivering excellent results for SJC Engineering clients. Stephen has over twenty years of experience formulating, managing and executing projects in sectors including residential, commercial, government, health care, education and museum & zoo exhibits.
Stephen has led and participated in numerous successful engineering projects, including the following recent projects.
- 49-51 Chambers Street, New York City; Complete gut renovation and conversion of 218,000 SF condominium project with 81 luxury residences and lavish amenity spaces
- Collective Media, New York City: Design for 65,000 square feet interior office renovation on the 8th floor at 229 W 43rd Street
- St. John’s University, Queens NY: Mechanical engineering design for new organic chemistry laboratory including design for 12 new low volume fume hoods
- Animal Medical Facility, New York, NY: Mechanical design for new hybrid operating room on the 3rd floor of the existing facility. The project included new 20 ton HVAC unit
- Office of the Chief Medical Examiner (OCME), Bronx, NY: HVAC design coordination for the new 45,000 square foot morgue facility at Jacobi Medical Center
- Shiloh Senior Housing Facility, New Rochelle, NY: MEP and site design for new 5-story senior housing facility
- Duffield Hotel, Brooklyn, NY: Complete MEP design including Telecom/Data and security design for this new 22 story hotel located at 229 Duffield Street in downtown Brooklyn
- The Manhattan House, New York City: Multiple projects including project amenities for roof gardens and gym facilities
- Progressive Credit Union, New York City: MEP design for 14,000 SF interior office building including full 7th floor and partial 8th floor with new interconnecting stair
- AON Insurance Company, New York City: Complete MEP system design for 330,000 RSF at 199 Water Street and 40,000 RSF at 1600 Summer Street, Stamford, CT.
- McGraw-Hill, New York City: Design of over 140,000 SF of space on several assignments at 55 Water Street and 2 Penn Plaza.
Stephen is a licensed professional engineer in New York, Connecticut, New Jersey, Massachusetts and Florida, and is an LEED Accredited Professional. He has served as an instructor for engineering courses at New York University School of Continuing Education and has been a guest speaker at various industry conferences. He holds a Bachelor of Science degree in Mechanical Engineering from Boston University.

Liliya Bas
HVAC Project Engineer
Liliya has over 14 y ears experience as an HVAC project engineer and serves as a Senior HVAC Engineer at SJC Engineering. Liliya has contributed to numerous successful projects, including the following:

Liliya earned a degree in Engineering from Polytechnic University – Lviv, Ukraine and holds a certificate in HVAC Design from New York University School of Continuing and Professional Studies. She is a member of the American Society of Heating Refrigeration and Air Conditioning Engineers.

Devi Pipko
Chief Electrical Project Engineer
In his role as Chief Electrical Project Engineer, Devi manages and is actively involved in executing all related projects. He possesses over 20 years experience as an Electrical Design Engineer, with successful work on major commercial, residential and government projects. Key projects include:
- The Touraine – New York City; Complete MEP design for new high-end, 15 story apartment tower
- 199 Mott Street – New York City: New construction 8-story LEED certified condominium
- St. Johns’ University – Queens, NY: Electrical engineering design for new organic chemistry laboratory
- Animal Medical Facility – New York City: Electrical design, including new electrical power upgrade and UPS system
- U.S. Department of Veterans Administration – New York City: Update of standard design guide including technical electrical and lighting guide plates for inpatient care units, critical care and other specialty care departments
Devi holds a degree in Electrical Engineering from York College, City University of New York, Queens, NY, and has pursued additional education at New York University School of Continuing Studies.

Declan D. Julien
AutoCAD Director
Declan has over 9 years experience as design project coordinator and is the chief AutoCAD director at SJC Engineering. Declan has contributed to dozens of successful projects, to include:

Declan is currently pursuing his Bachelors Degree in Business Administration at York College, City University of New York. He earned an Associates Degree in Computer Aided Architectural and Industrial Design from Queensborough Community College in Queens, NY and holds a certificate in AutoCAD from New York University School of Continuing and Professional Studies.
